In October 2021, the most important policy document in China's carbon peaking and carbon neutral "1+N" policy system was released, putting forward five principles and ten measures to achieve the goal of "Double Carbon". To achieve the goal of carbon peaking and carbon neutrality, we should adhere to the principles of comprehensive national planning, prioritizing conservation efforts, implementing a dual approach, ensuring smooth internal and external coordination, and mitigating risks.
Ø Overall planning across the country. We should strengthen top-level design, give full play to institutional advantages, share the responsibilities of the Party and the government, and consolidate the responsibilities of all parties. We will implement policies based on local conditions, encourage initiatives and take the lead in reaching the highest level.
Ø Priority will be given to conservation. We will give top priority to conserving energy and resources, implement a comprehensive conservation strategy, continue to reduce energy, resource consumption and carbon emissions per unit of output, improve input-output efficiency, advocate a simple and moderate, green and low-carbon lifestyle, and form effective carbon emission control valves from the source and inlet.
Ø Dual-wheel drive. The government and the market should work together to build a new national system, strengthen technological and institutional innovation, and accelerate the revolution in green and low-carbon science and technology. We will deepen reform in energy and related fields, give play to the role of market mechanisms, and put in place effective incentive and restraint mechanisms.
Ø Unimpeded internal and external development. Based on China's national conditions, we will coordinate domestic and international energy resources and promote advanced green and low-carbon technologies and experience. We will make coordinated efforts to fight and cooperate with foreign countries on climate change, constantly increase our international influence and voice, and resolutely safeguard our development rights and interests.
Ø Guard against risks. We should properly handle the relationship between reducing pollution and carbon and energy security, industrial chain and supply chain security, food security and people's normal life, effectively deal with the economic, financial and social risks that may accompany the green and low-carbon transition, prevent overreaction, and ensure safe carbon reduction."
Main objectives:
By 2025, an economic system of green, low-carbon and circular development has taken shape, and energy efficiency in key industries has been greatly improved. Energy consumption per unit of GDP will be reduced by 13.5 percent from the 2020 level. Co2 emission per unit of GDP will be cut by 18% from the 2020 level; The share of non-fossil energy consumption should reach around 20%; Forest coverage will reach 24.1 percent, and forest stock will reach 18 billion cubic meters, laying a solid foundation for carbon peaking and carbon neutrality.
By 2030, remarkable results should be achieved in the comprehensive green transformation of economic and social development, and the energy efficiency of key energy-consuming industries should reach an internationally advanced level. Energy consumption per unit of GDP will be significantly reduced. Carbon dioxide emission per unit of GDP will be cut by at least 65 percent from the 2005 level. The share of non-fossil energy consumption should reach around 25 percent, and the total installed capacity of wind and solar power should reach over 1.2 billion kilowatts. Forest coverage should reach about 25%, forest stock should reach 19 billion cubic meters, and carbon dioxide emissions should peak and steadily decline.
By 2060, an economic system featuring green, low-carbon and circular development and a clean, low-carbon, safe and efficient energy system should be in place, energy efficiency should reach an internationally advanced level, the proportion of non-fossil energy consumption should reach over 80%, carbon neutrality should be achieved, ecological progress should be achieved with fruitful results, and a new realm of harmonious coexistence between man and nature should be created.
